This year we have eleven incumbents that face tough re-election challenges. These Blue Dog Members, known as the Guard Dog Members, received less than 55% of the vote in the 2002 election. Please take some time to become familiar with these races and consider supporting these incumbents.
Congressman Leonard Boswell
(IA-03)
Congressman Leonard Boswell, representing the 3rd district of Iowa, faces potential competition for re-election in 2004 against Stan Thompson (R), 2002 nominee; Mary Kramer (R), the Iowa Senate President and Libby Jacobs (R), State House Majority Whip. Congressman Boswell, whose district was newly redrawn in 2002, won by capturing 53.4% over Thompson’s (R) 45.1%.

Congressman Allen Boyd (FL-2)
Congressman Allen Boyd represents the second congressional district in Florida. He is currently serving his fourth term after winning the 2002 election with 67% of the vote. In the 2004 congressional election, Congressman Boyd faces state representative, Bev Kilmer (R), a well-funded candidate hand-picked by the Bush Administration. Thus far, Ms. Kilmer has received support from such national Republicans as first lady Laura Bush, House Speaker Dennis Hastert and White House political strategist Karl Rove. The White House has assured Kilmer that her campaign will receive all the help it needs to unseat Congressman Boyd. The congressional campaign between Boyd and Kilmer figures to be one of the most heated and bitterly fought contests in Florida.

Congressman Ben Chandler (KY-6)
Congressman Ben Chandler represents the sixth district in Kentucky. In the February 17th Special Election Congressman Chandler defeated Alice Forgy Kerr with 55.2% of the vote. Kentucky's 6th district is known for its independent voting behavior, and in 1998 Governor Ernie Fletcher (R) won an open seat race with 53%. In 1996 then Congressman Scott Beasler (D) defeated Fletcher with 54% of the vote. Cook rates this seat as R +7 showing that Congressman Chandler will face a tough race this November. His possible opponent for November is state Senator Tom Buford (R).

Congressman Lincoln Davis
(TN-04)
Congressman Lincoln Davis represents the 4th district in Tennessee. He is currently serving in his first term after defeating Janice Bowling by gaining 52% of the vote. With the 2004 election approaching, Congressman Davis is looking at potential opponents in Brock Hill (R), Cumberland County Executive; Darryl Waltrip (R), NASCAR Executive; and Janice Bowling (R), '02 Nominee.

Congresswoman Stephanie Herseth (SD-At Large)
Stephanie Herseth claimed victory in the special election held June 1st in South Dakota. Because her message of Blue Dog principles, such as fiscal responsibility and independent thinking, the Blue Dog PAC endorsed Congresswoman Herseth in both 2002 and her recent campaign.

Congressman Baron Hill
(IN-09)
Congressman Baron Hill from Indiana’s 9th district faces a tough re-election in 2004. Congressman Hill, who defeated Mike Sodrel (R) 51.2% to 48.8% in the 2002 election, is currently serving in his third term. Once again, Congressman Hill will most likely face Sodrel (R) in 2004.

Congressman Tim Holden
(PA-17)
Congressman Tim Holden who represents the 17th district in Pennsylvania is up for a difficult re-election in 2004. Congressman Holden, who is currently serving his sixth term, represents a strong republican district. In the 2002 election, Congressman Holden won narrowly with 51.4% of the vote over his Republican opponent, Congressman Gekas (R). Congressman Holden’s challengers could include Frank Ryan (R) and Ron Hostetler (R).

Congressman Jim Matheson
(UT-02)
Congressman Jim Matheson represents the 2nd district in Utah. In a very close race, he defeated John Swallow in 2002 by less than 2,000 votes to continue on to his second term. His potential challengers for the 2004 election include: John Swallow (R) '02 Nominee and Salt Lake City Councilman David Wilde (R).

Congressman Mike Michaud
(ME-02)
Congressman Mike Michaud represents Maine’s 2nd district in the U.S. House of Representatives. He is serving his first term in the House of Representatives, winning this seat by defeating Kevin Raye (R) in the 2002 election. Kevin Raye (R) ,'02 Nominee; Tim Woodcock (R), former Mayor of Bangor; and Rick Bennett (R), state Senator are all potential contenders for Michaud’s seat in the 2004 congressional race.

Congressman Dennis Moore
(KS-03)
Congressman Dennis Moore represents the 3rd district in Kansas. He is currently serving his 3rd term. In the 2002 congressional election Congressman Moore defeated Adam Taff by acquiring 50.2% of the vote. In the upcoming 2004 election Congressman Moore has potential opponents in Taff (R) and Patricia Lightner (R), a state Representative.

Congressman Earl Pomeroy(ND-At-Large)
Congressman Earl Pomeroy, who represents North Dakota in the U.S. House of Representatives, is now serving his sixth term. Congressman Pomeroy won 52.4% of the vote over Rick Clayburgh (R) in the 2002 election. This was the most expensive U.S. House race in North Dakota history. His possible opponents in the 2004 congressional election are Rick Clayburgh (R), North Dakota Tax Commissioner and 2002 nominee as well as Duane Sand, 2000 U.S. Senate nominee.

Congressman Max Sandlin
(TX-01)
Congressman Max Sandlin represents the first district in Texas. Sandlin commandingly defeated John Lawrence (R) in the 2002 election to continue on to his fourth term. In the 2004 election Congressman Sandlin will likely face Lyle Thorstenson (R), an ophthalmologist. As of December 31, 2003 Sandlin has $223,536 cash on hand and as of September 30th Thorstenson (R) has $215,432 cash on hand.

Congressman Charles Stenholm
(TX-17, Running in TX-19)
Congressman Charles Stenholm represents the 17th district of Texas. He is currently serving his 13th term, after defeating Rob Beckham in the 2002 election which was an unexpectedly close race. In the 2004 congressional election, Congressman Stenholm will be running in the new 19th district against current Congressman Randy Neugebauer (R). The new 19th district consists of one-third of the old 17th district and one-half of the old 19th district. The other portions from the district are taken from the old 13th district which is represented by Congressman Mac Thornberry (R). As of December 31, 2003, Congressman Stenholm had $350,000 cash-on-hand while Congressman Neugebauer (R) had $506,000 cash-on-hand. Vice-President Cheney headlined a fundraiser for Congressman Neugebauer in December 2003 which raised over $155,000. According to The Rothenberg Political Report published on January 23, 2004, "Neugebauer begins with a slight advantage but the contest definitely bears watching."
